How to complain to the LPT when a bookmaker limits you

In Lithuania a licensed bookmaker has to justify limiting your bets. If you were limited without a clear reason, you can turn to the Gaming Control Authority (LPT). Here is how.

When a complaint makes sense

A complaint is worth filing when:

  • the bookmaker cut your maximum stake or stopped you betting on some markets without giving a reason;
  • the reason given is generic ("risk management", "commercial decision") and not tied to anything you actually did;
  • the same market and stake were available to other players at the same time.
  • If you broke the bookmaker's rules (multiple accounts, someone else's details, bonus abuse), a complaint is unlikely to help.

Steps

  1. First write to the bookmaker (email or the account support form): ask for the specific reason for the limit and ask them to lift it. Keep your message and their reply.
  2. Wait for the reply. If they lift the limit or give an objective reason, that may be the end of it.
  3. If there is no reply or it is vague, file a complaint with the LPT and attach your correspondence with the bookmaker and your evidence.

How to file with the LPT

  • Via the national e-delivery system (E. pristatymas), by post or in person: Lošimų priežiūros tarnyba, Ukmergės g. 222, 07157 Vilnius.
  • By email only if signed with an electronic signature.
  • In Lithuanian or English, signed, with your name, surname and address. A complaint whose sender can't be identified is treated as anonymous and not examined.
  • Be specific: name the bookmaker, your account, the date of the limit and exactly what was limited.

Official procedure and complaint form template: LPT "Pranešimo (skundo) forma" (lpt.lrv.lt, in Lithuanian). Check it before sending, the procedure can change.

Evidence to keep

  • Screenshots of the maximum allowed stake before and after the limit, with date and time.
  • The bookmaker's notice about the limit and all correspondence.
  • Your bet history: dates, markets, odds and stakes.
  • When you noticed the limit and whether the same market was open to others at the time.

kefas collects your bets, timestamps and the prices shown at the time into one dated file: your personal evidence pack (needs login).

Past cases

The LPT has already fined bookmakers for limiting bets without an objective reason, and the courts upheld those fines.
